TAXPAYERS FOOT 1.6 BILLION ON CELL PHONES FOR THE POOR

OUCH!  That's gotta hurt considering how many hard working Americans struggle to pay for phone service.  This is a complete mis-management of tax payers funds.  We pay these unnecessary cell phones only to have to be tortured by listening to ignorant conversations while we shop, eat out, or even see a movie.  Why doesn't every stinking liberal begin by taking or sponsoring someone and let them pay for the cell phone out of their pockets...
